Have no idea what'd do, what'd work, what can get it done better. No one is willing to.Pay. for the acceptable quality repair. Also there is no guarantee what's available (as technology, as material) would fair any better than this 5 years later. Sheetrock, paint, and floor boards - wood trims. And you have to run this heat water pipe - at the point where whole building is sagging down. (due to the weight of the whole bathroom unit thing - piled up for 4 floors.maybe originally one or few more stud were needed to be put up around this section at each floor.
But - it wasn't done. And basically - no one, no one from top grade architect dept at Unis to people at Home Depot - or anyone - come to think - Aren't there any other way of dealing with this? First there is no money. But then - millions of people saw this.
It's a common sight in the USA. And not much really came to think - aren't there any other better ways? One tried to glue up the floor board - which is again floating and swinging and shaking. One tried to slap spackling/caulking paste (chemical plaster, kind of) in. Didn't have enough patience at all. Gave up after just few nasty slaps. But cracks and breaks along the sheetrock became too much - so someone had to do the kind of real plaster slapping job on that cracking up location - all bottom section - but didn't know what can be done right behind those pipes.

Basic technology set is wrong, or leaves something more desired. No money to help decent job quality. And no one pays attention or brain - intelligence or creativity - to these 'low' - and infinite amount of break downs. This is very very minor and just looks ugly. (unless you got kids with asthma or something in the unit. If so, the indoor drafts from other units - which could contain cigarette smoke, marijuwana smoke, laundry lints, or even pieces of asbestos and fiberglass - and paint particles and drywall particles, VOCs, and stuff from synthetic cleaners and sanitizers and so on. It's all quite serious irritants and triggers.
) Heat loss wise - not so much. But the problem is if people do allow this kind of structurally damaged thing for decades - then same kind of people won't attend decently enough at other kind of stuff.
We can expect. If they attend buildings and houses, shelters - decently enough from bottom to top - then they'd probably attend this kind of mess - with bit more patience and interest and curiosity - and persistence. (Much of the America threw all these human qualities away.
Some toughness and practicality remains, probably because they lost chances for sophistication, but still have to manage all the infras and other structures and systems occupying whole this continent. Still have to. ) We will see.
